Government drive to improve rental properties energy efficiency

The Minimum Energy Performance of Buildings Bill got its first reading last week and will return for it's second in October. I think all Landlords will be wary of this. There is however already some large caveats on it, namely "where affordable and cost effective". This seems rather subjective to me.

I think any owner (of which there are many) of a victorian building would agree that achieving this level of efficiency is neither affordable, nor cost effective. By my reckoning this makes most of the British Housing stock exempt!
