Does anyone really believe licensing landlords is the answer?

I have posted about this before, but the government needs to develop more rigorous methods to control rogue landlords.

Landlord licensing has been a requirement for over a decade now, and there is no evidence to suggest it really works.

Those that want to break the law, are not concerned with obtaining a license.
